Drawing on the UN Convention on the Rights of the Child 1991, the Welsh Assembly Government Play Policy 2004 and the Childrens Act 2006 has led to the Early Years Foundation Phase. This is underpinned by the WAG Play Policy 2006, namely the introduction of the Foundation Phase (structured play to replace targets, memorising information and traditional visual/auditory instruction). Originally it was intended that specially trained play leaders would act as catalysts to embed the new culture in learning environments. In England such a catalyst was assigned to every school. Similar follow up and support never materialised in Wales and teachers claim that there is a deficit of play training. The WAG play policy findings directly link to aims and outcomes of Live Lightly play provision and to support teachers in their (CPD) continous professional development and children in their learning and development.
